Team Experience with Texas School Districts

Galvan Strategy Group staff have extensive experience in working with Texas public school districts. Their market expertise includes tax-exempt and taxable bonds, PSF guaranteed debt, IFA/EDA funding, Qualified School Bonds, bank-qualified bonds, and Public Facility Corporation Lease Revenue Bonds. Galvan Strategy Group experience in school district financing that is unmatched in Texas.

 

When engaged as financial advisor, Galvan Strategy Group strives to serve as an extension of District staff, and as such will always be available to the District. We pride ourselves on being available to our clients, whether working in the office or remotely, and being able to return requested analysis or other work product in an efficient and accurate manner.

 

Galvan Strategy Group senior staff assigned to the District have collectively priced 79 Texas school district issues in negotiated or competitive bond transactions, totaling over $1.9 billion in combined par amount since 2019.

Tax Impact Analysis Strategies

Our Firm carefully examines the tax rate impact of each issue. The Lead Bank on this engagement will ensure that the tax rate analysis conducted and presented to the District prior to any issue of debt. It is important for the District to understand the tax implications of each issue

 

Instructional Facilities Allotment/EDA Programs

Galvan Strategy Group team members have substantial experience assisting independent school districts in obtaining financing under the Instructional Facilities Allotment (IFA) Program.

 

Material Preparation

As your financial advisor, we assume the responsibility for preparing bond closing materials and continuing disclosure reports. In addition, we will assist with any rating agency presentations. As part of our service for each transaction, we prepare sales pricing books comparing pricing results to other similarly priced issues and reports on macro market conditions possible affecting the sale. We will assist in preparation of requests for proposals, solicit proposals and assist in selection of underwriters, verification agents and other providers necessary in each transaction.

 

Full Continuing Disclosure Services

Galvan Strategy Group offers Continuing Disclosure Services to all our clients, preparing and filing continuing disclosure tables (along with the annual audit and any necessary Material Event Notices) in accordance with MSRB Rule 15c2-12. Our registered Municipal Advisor Representatives take part in ongoing compliance training and have ongoing conversations with bond counsel to be sure we are apprised of current regulatory requirements and ensure that our clients remain compliant and in good standing regarding their disclosure undertaking. As the rules continually evolve, we think it is vitally important that we take part in continuing education and follow current regulatory news so that we may best guide our clients’ compliance efforts.
